David M. DiSegna is an Associate with Pannone Lopes Devereaux & O'Gara LLC and a member of the Municipal Infrastructure and Corporate & Business Law Teams. Attorney DiSegna concentrates his practice on providing legal services to private and public sector clients in the areas of municipal governance and finance, municipal infrastructure projects, general corporate and commercial matters, litigation and contract law. He has experience providing legal advice to public entities involved in the construction, financing and improvement of all types of public facilities including water and sewer projects, solid waste facilities, municipal buildings, and other public projects. In addition, Mr. DiSegna has experience with state and local procurement laws, flow control laws, emerging solid waste conversion technologies, and alternative project delivery methods such as design-build and design-build-operate. He also has significant industry knowledge of state-specific legal and regulatory compliance issues related to the burgeoning medical cannabis marketplace.

Attorney DiSegna earned his J.D. from Roger Williams University School of Law, magna cum laude, and was an Articles Editor on the Roger Williams University Law Review. He graduated with a B.A. in Political Science from Boston University, magna cum laude. From 2012 to 2013, Mr. DiSegna served as a Judicial Law Clerk for the Honorable Justice Francis X. Flaherty of the Rhode Island Supreme Court. He is admitted to practice law in Rhode Island, Massachusetts and New York, and is a member of the Rhode Island Bar Association and the American Bar Association.
