Jay R Gowell

Firm Expands Corporate & Business Law Team with John (Jay) R. Gowell Joining the Firm as a Partner

With John (Jay) R. Gowell joining the firm's Corporate & Business Law Team as a Partner, PLDO adds one of the most respected and experienced practitioners in this region. Mr. Gowell has extensive experience in the areas of corporate law, finance and real estate development in both the private and public sectors. He is a former partner of a regional law firm and has acted as special counsel to the State with respect to projects involving economic development, public finance, procurement and transportation.

In addition to his real estate and commercial lending expertise, Mr. Gowell's background includes mergers, acquisitions and divestitures. He is also listed as a bond counsel in the Bond Buyer "Red Book". In addition to his core practice, Jay has a unique background and experience in the marine industry.

Mr. Gowell is also active in the community and has served as legal counsel for many not-for-profit organizations. He is currently a member of the Board of Directors of the Rhode Island Philharmonic Orchestra and Music School, the Board of Trustees of the Greater Providence Chamber of Commerce and the Brown University Civic Leadership Council. Since 2005, he has chaired the East Greenwich Public Schools Building Committee, which successfully implemented a significant, multi-year building program, including construction of a new 108,000 square foot middle school and major improvements to a high school. He earned his J.D. from the University of Pittsburgh School of Law in 1981, and was a member of the Law Review. He graduated with a B.A. from Trinity College in 1977. Brian K Jordan

Appointment of Brian K. Jordan as Director of Government and Legislative Strategies

Brian K. Jordan has joined the firm as Director of Government and Legislative Strategies. Mr. Jordan will assist clients with respect to legislative strategy, outreach and advocacy. His role will include working with the Government & Legislative Strategies Team and other attorneys in the firm to advice clients on legislative and regulatory matters impacting their business. Mr. Jordan has considerable experience in the areas of legislation and policy and as a lobbyist he has had a successful career in executing effective media relations campaigns. Prior to joining PLDO, Mr. Jordan was Director of Public Affairs for the Westerly Hospital, and was the former Assistant Vice President for Government Relations at Blue Cross & Blue Shield of Rhode Island for over two decades.

"Brian is a proven leader with strong business acumen and keen advocacy skills," said PLDO Principal Matthew A. Lopes Jr., who leads the firm's Government & Legislative Strategies and Special Masterships teams. New Associates

New Associates Join PLDO, Strengthening a Talented Group of Attorneys

Zachary H. Klein joins the firm as an Associate in the New York office of the firm and will work primarily with the Municipal Infrastructure Team. Mr. Klein formerly worked for PLDO as an intern during which time he assisted the Municipal Infrastructure Team in representing municipalities in the areas of water and sewer projects, municipal construction and development projects. In his young career he has also become expert in the areas of state and local procurement law, flow control, solid waste conversion technologies and alternative project delivery methods. Mr. Klein earned his J.D., magna cum laude, from Brooklyn Law School, where he was Notes and Comments Editor on the Brooklyn Journal of Corporate, Financial and Commercial Law. He is also a recipient of CALI Excellence for the Future Awards in New York Civil Practice, Advanced Legal Research, and Fundamentals of Legal Drafting. He graduated with a B.A. from New York University, College of Arts and Science, magna cum laude. Mr. Klein is admitted to practice law in New Jersey.

Rebecca M. McCormick joins the Litigation Team as an Associate. She will immediately assist the team in a growing practice area with duties that include motion practice, trial and appellate practice. Ms. McCormick earned her J.D. from the University of Connecticut School of Law, where she was Competition Editor of the Connecticut Law Review, a Dean's Scholar, and a member of the Public Interest Law Group. She graduated with a B.A. in Religious Studies from the College of Holy Cross in Worchester, MA. She is admitted to practice law in Rhode Island and Massachusetts.

Teno A West

Municipal Infrastructure Team to Participate in Massachusetts Municipal Association Annual Meeting and Trade Show; Teno A. West, Partner, to Host VIP Reception

PLDO Partner Teno A. West, who leads the firm's Municipal Infrastructure Team, will host a VIP Reception as part of the firm's participation at the Massachusetts Municipal Association (MMA) 33rd Annual Meeting and Trade Show on January 20 and 21, 2012 at the Hynes Convention Center. The VIP Reception will be held Friday, Jan. 20, from 5 pm to 7 pm at the Towne Stove and Spirits, 900 Boylston Street, Boston, MA. Mr. West will be joined by PLDO Senior Counsel Bruce H. Tobey, who is a City of Gloucester city councilor and the former Mayor of Gloucester (1993 through 2002), and Attorney Matthew G. William P. Devereaux Addresses 250 Business Leaders on Ways to Avoid Fraud and Abuse During PBN's Health Care Summit

PLDO Principal William P. Devereaux, who leads the firm's Health Care and Criminal Law Teams, presented to 250 business leaders as a panelist during Providence Business News Health Care Summit entitled, Exchanges, Expenses, Employee Health: What Employers Should Know Now. The event was a primer on new developments in Rhode Island's health insurance benefits exchange and its impact to the public and the state's health care industry. Mr. Devereaux discussed changes to the new reimbursement requirements for Medicare and provided tips and tools for employers to implement to avoid fraud and abuse in the workplace. Joining Attorney Devereaux for the robust discussion was Chris Koller, RI Health Insurance Commissioner, Lt. Governor Elizabeth Roberts, and Deborah Faulkner, Project Director for RI Health Exchanges.

Mr. Devereaux is an experienced attorney who routinely handles complicated and high profile criminal matters and was the first attorney in the United States to successfully negotiate a "Deferred Prosecution Agreement" for a health care provider. He represents individuals and corporations in the public, private, not-for-profit and nonprofit sectors, including hospitals, health care systems, clinical facilities and physicians. His experience includes white-collar criminal defense and complex litigation at the State and Federal level.

Bernard A. Jackvony's Legal Acumen Earns Notice in National Case Law Medium

PLDO Of Counsel Bernard A. Jackvony's case Siegel v. JP Morgan Chase Bank became a national subject when it was published by Leagle, Inc., a leading online provider of published primary case law from all Federal courts and all State higher courts. The matter involved an appeal of a trial court decision that found that the beneficiaries of a trust did not have standing to question pre-death distributions by the trustee and the attorney-in-fact under a durable power of attorney. (The underlying facts may be read in Siegel v. Novak, "Siegel I",920 So.2d 89 (Fla. 4th DCA 2006).On October 19, 2011, Florida's Fourth District Court of Appeal reversed the trial court decision and found that the beneficiaries had standing and that an evidentiary hearing was required to determine whether the distributions were appropriate or a breach of the attorney-in-fact and trustee's fiduciary duties.
