PLDO Attorney Bruce H. Tobey To Be a Featured Speaker at the National Association of Clean Water Agencies 2018 Winter Conference

Attorney Tobey will present “Public-Private Partnership Opportunities for Water and Water Resource Recovery Utility Energy Projects” on Tuesday, February 6, 2018 during the 3:45 p.m. to 5:00 p.m. session in the Grand Ballroom. His remarks will highlight the characteristics, challenges, barriers, risks, incentives, and benefits associated with public-private partnerships (P3) energy initiatives at wastewater utilities. Using real-world P3 case studies, Attorney Tobey will provide insights on legal, financing, contracting, and risk management practices of P3 projects in the energy marketplace to better position utilities considering the use of the P3 tool to achieve their infrastructure needs in the most financially and environmentally effective manner possible.

Attorney Tobey is a prominent infrastructure practitioner and legal scholar on alternative project delivery models and financing for municipalities and private companies with a concentration in environmental and water law, P3s, and other business development opportunities for sustainable communities. With more than 30 years of both public and private sector experience, Attorney Tobey is a frequent guest speaker at national trade association events, and has testified before the U.S. House of Representatives Transportation and Infrastructure Committee’s P3 Panel. In 2017, he was the principal investigator of a Water Research Foundation (WRF) national study and best practices guide on P3 opportunities for water and water resource recovery utility energy projects, upon which his NACWA presentation will be based. Three years prior, he co-authored a landmark study and best practices guide for the nation’s water utility provider industry on legal protection and claims management issues before, during, and after infrastructure failure events entitled, “Water Utility Legal Protection and Claims Management from Infrastructure Failure,” which was also a WRF project.
